It seems that his executor was under 21 when the will was made, but probate was normal a year later, so perhaps the executor reached 21 in the meantime.
Colington Haven was a coastal village in SW England (I think) which had suffered disastrous flooding, and the Church had launched a national appeal.

Weaver make this my Last Will and testament in man'er
and ffourme ffollowinge ffirst I bequeth my soule to God the
